Rutland County Council has initiated a three-week public consultation on its Employment Land Position Statement (October 2025), a document prepared at the specific request of the Planning Inspector overseeing the Local Plan Examination. This consultation is a crucial step in clarifying the Council's updated position on employment land supply following a number of significant changes since the Regulation 19 Local Plan consultation.

Why the Consultation?

The need for this updated position statement arose during the recent Matter 3 hearing session on September 10th, where the Inspector sought definitive clarification on the Council’s current employment land supply figures and strategy.

Since the last public consultation on the Local Plan (Regulation 19), the employment land landscape has shifted. The Employment Land Position Statement details these changes and sets out the Council's revised approach.

Key Changes to Employment Land Supply

The new position statement reflects several important updates:

Updated Planning Application Monitoring: The statement incorporates the latest data from monitoring planning applications, providing a more current picture of permissions and completions.

Removal of Two Allocations: Two specific land allocations previously counted in the supply have been removed, impacting the overall available figures.

Woolfox Outline Consent: Outline planning consent for employment uses was granted at Woolfox (application ref. 2025/0130/OUT) during the examination period. This significant approval adds new potential capacity to the supply.

Jobs Supply and Supporting Documents

In addition to addressing the land supply changes, the Council's advisors have produced a job supply scenario. This analysis, which provides clarity on the potential employment yield from the updated land supply, is contained within the Review of Supply Led Jobs Paper (October 2025). This supporting document is available in the Local Plan Examination Library.

How to Submit Representations

The consultation period is strictly limited to three weeks, a timeframe determined by the Planning Inspector. It runs from Friday, October 10th, 2025, until 4:00 PM on Friday, October 31st, 2025.

The consultation is only on the Employment Land Position Statement (October 2025) and related information. The Council encourages all interested parties—including residents, businesses, and stakeholders—to review the document and submit their comments.
