In a closely contested by-election, Linda Chatfield has successfully secured the Liberal Democrat seat for Oakham North East on Rutland County Council. The election saw a spirited race, culminating in Chatfield receiving 244 votes, just edging out the Conservative candidate, Christopher Clark, who garnered 237 votes. Reform UK’s Benjamin Callaghan followed with 93 votes, while Labour’s Katie Ross received 23 votes. The voter turnout for the by-election stood at 27%, with no spoiled ballots reported.


 


Chatfield expressed her heartfelt gratitude to all those who participated in the election, emphasising the importance of civic engagement despite the challenging weather conditions that characterised the campaign period. “I am thankful to everyone who took the time to vote, especially considering how cold it has been,” she stated. 

Moreover, Chatfield extended her appreciation to her campaign team, highlighting their dedication in canvassing and connecting with the community over the past month, rain or shine. “It has been a team effort throughout this process. I couldn’t have done it without the unwavering support of my team,” she acknowledged.

This victory marks a significant moment for the Liberal Democrats, reflecting both the determination of Chatfield and the support from local residents. As she embarks on her term, Chatfield aims to represent the interests of her constituents and address the key issues facing the Oakham North East area. 

With just a slight margin of victory, the by-election results indicate a competitive political landscape in Rutland, setting the stage for future elections and highlighting the importance of voter turnout in shaping local governance.

Oakham North East By-Election: Vote Counting Underway Today

Today marks a crucial day for the Oakham North East constituency as the vote counting for the by-election begins this morning at 10:00 am. Oakham and Rutland News will be on-site to observe the count and will bring you the results as soon as they are available.

The by-election was prompted by the sad death of Hannah Edwards, a diverse range of candidates is vying for the position. The candidates standing for election are:

- Ben Callaghan – Reform UK  
- Linda Louise Chatfield – Liberal Democrats  
- Christopher StJohn Eric** – The Conservative Party  
- Katie Ross – Labour Party  

Ballot boxes were received at the count venue following the close of polls last night, and preparations are now underway for the verification and counting process. At 10:00 am sharp, election officials will begin to empty the ballot boxes, ensuring a thorough verification process. This involves checking the totals against the ballot paper accounts, which meticulously record how many papers were issued at each polling station. Notably, this process will also include a verification of postal votes.

Once the verification is completed, counters will start tallying the votes for each candidate. They will separate the ballots into distinct piles for each nominee and record the number of votes accrued. This process will continue diligently until all ballots have been counted.

To uphold the integrity of the election, the figures will be double-checked to ensure they align with the verification numbers. After the totals have been accepted, the candidates will be consulted prior to the official declaration. It’s worth noting that under specific circumstances, backed by reasonable grounds, the Returning Officer may allow for a recount.

The results are expected to be announced between 12:00 noon and 1:00 pm today, Friday 22 November 2024. As the community eagerly awaits the outcome, all eyes will be on the counting venue to see who will secure a victory in this pivotal election.

Local cabbies express concerns over new regulations

Rutland taxi firms are up in arms over proposed changes to Hackney carriage licensing rules that aim to bring them in line with national legislation. The regulations, which are designed to improve accessibility for disabled passengers, have sparked controversy within the local industry.

The County Council's intention is to implement changes in accordance with the Equality Act 2010 and the Taxis and Private Hire Vehicles (Disabled Persons) Act 2022. These laws mandate that taxi and private hire drivers must be able to accommodate passengers with disabilities, including wheelchair users and those with guide dogs.

However, some taxi operators in Rutland argue that the new regulations are overly burdensome and could lead to significant financial strain. They express concerns about the cost of modifying vehicles to meet accessibility standards and the potential impact on their livelihoods.

Key points of the new regulations:

Wheelchair Accessibility: Drivers are required to carry passengers in wheelchairs at no extra charge and provide necessary assistance.

Guide Dogs: Drivers must allow passengers with guide dogs to travel with their animals at no additional cost.

Driver Exemptions: Drivers can apply for exemptions on medical grounds if they are unable to comply with the regulations.

While the Council aims to improve accessibility for disabled individuals, it is essential to balance these needs with the practical challenges faced by local businesses. A collaborative approach between the Council and the taxi industry is crucial to find a solution that ensures compliance with the law while minimizing the impact on local businesses.

As the debate continues, it remains to be seen how the Council will proceed with implementing the new regulations and whether a compromise can be reached to satisfy both parties.


Requirements of the Equality Act 2010 came into force on 6 April 2017 and there are sections within it which are aimed directly at Hackney carriage (taxi) and private hire drivers and vehicles: Sections 160 to 173 of the Equality Act 2010 (legislation.gov.uk)

It is now a criminal offence for drivers of taxis and private hire vehicles to refuse to carry passengers in wheelchairs or with guide or assistance dogs.

The government has updated its guidance for local licencing authorities on the taxi and private hire vehicle (PHV) duties under the Equality Act 2010. The Taxis and Private Hire Vehicles (Disabled Persons) Act 2022 will be in force from 28 June 2022, this will amend the Equality Act 2010.

Under Section 165 of the Act, a driver is required to undertake the following duties:

To carry a passenger while they are in a wheelchair

To not make an additional charge for doing so

If the passenger chooses to sit in a passenger seat, to carry the wheelchair

To take such steps that are necessary to ensure that the passenger is carried in safety and reasonable comfort

To give the passenger such mobility assistance as is reasonably required

Guide or assistance dogs

Guide dogs are working dogs not pets; their owners rely on them for both independence and mobility. The Equality Act 2010 places a duty on taxi and private hire drivers to carry guide dogs and other assistance dogs at no extra cost.

Unless they have a medical exemption certificate, taxi and private hire drivers must:

Carry the assistance dog in their vehicle and allow it to remain with its owner

Not charge extra for carrying an assistance dog in their vehicle

Private hire companies must not refuse a booking or refuse to carry out a booking due to someone having an assistance dog with them. There have been a number of successful prosecutions. 

Drivers can apply to us for an exemption (certificate) from the duties to assist passengers in wheelchairs or with guide dogs, either on medical grounds or because their physical condition makes it impossible or unreasonably difficult for them to comply with the duties.

“It’s a bittersweet moment,” Michelle says. “Since opening in February, I’ve thoroughly enjoyed being part of this wonderful town. But for practical reasons, including family commitments like the school run, I’ve decided to relocate the shop to Peterborough.”

Michelle emphasises that Apple Blossom Pink is not closing down. “While Oakham has been a fantastic launching pad, I believe the move will provide better long-term stability for the business,” she explains.

Oakham residents who have come to love the shop’s unique selection of homeware, fashion, and gifts can express their gratitude for Michelle’s warmth and service. “Meeting so many lovely people, some of whom have become friends, has been a highlight,” Michelle reflects.

Football Highlights

In a thrilling encounter, the Daniels were left frustrated after a heart-wrenching 96th-minute goal from Redditch United sank their hopes of victory, resulting in a 2-1 defeat. Jack Duffy had initially put the Daniels ahead early on, finding the net just four minutes into the match, but their lead was unable to withstand the relentless pressure from their opponents, culminating in a late winner.

In the Peterborough and District League, Uppingham Town has had their spirits lifted as they climbed to 2nd place in the Premier Division. They celebrated a resounding 5-0 victory over Whittlesey Athletic Reserves, with a hat-trick from Cameron Cleaver and contributions from Finn Bishop and Sam Blackwell. Meanwhile, Oakham United struggled, suffering a heavy 4-0 defeat at Deeping United.

Division 1 saw Stamford Bels further solidify their standing with a 2-0 win over second-placed Whaplode Drove Rovers, thanks to a brace from Jordan Neil. Bourne Town remained hot on their heels, occupying 3rd place after edging out league leaders Eastwood with a 3-1 victory. Blackstones made a dramatic comeback in their match against Stapleford Town, salvaging a 2-2 draw after being 2-0 down at halftime.

Notably, Cottesmore endured a tough match against Desford in the Everards Brewery Premier Division, suffering a 9-2 defeat, with James Lewis and Leon Kavanagh scoring consolation goals.

Women’s Football

Stamford AFC performed impressively in the Lincolnshire County Cup, cruising to a 3-0 victory over Sleaford Town. Emma Pollard showcased her talent once again, scoring twice for the second consecutive week, with Laura Dodwell adding another goal. 

Ketton Sports also enjoyed success, edging out East Goscote 3-2 in the Leicestershire and Rutland Howes Percival Women's Cup, thanks to two goals from Sascha Smith and one from Fran Kavanagh. However, Deeping Rangers faced disappointment as they were eliminated from the Lincolnshire County Women’s Cup, succumbing to a heavy 6-1 loss against Grimsby Town Academy.

Youth Football Update

In youth matches, Oakham United advanced in the Invitation Trophy U17/18 with a match against Barwell. Cottesmore faced Andrews Tigers in a nail-biter during the U16 League Cup, prevailing in a penalty shootout after a 2-2 draw.

In the Leicester & District Sunday Juniors League, Cottesmore's U15 side put on a display of attacking football, finishing with a 7-3 victory over the Football & Fitness Academy U15 Tigers.

Rugby Results

The rugby scene saw Stamford solidify their spot at the top of Counties 1 with a 36-24 win over Stockwood Park, marking their seventh victory of the season. In a close match, Bourne narrowly lost to Peterborough Lions, finishing 38-37 in a match that kept fans on the edge of their seats.

In Counties 3, Stamford College Old Boys did not enjoy the same fortune, falling 29-7 to the 4th placed Rugby Lions. The Deepings encountered a tough battle as well, succumbing to Northampton Men's Own 32-10.

Women’s Rugby

Women's rugby also saw action as Stamford Storm managed a draw and a win in their latest matches of the Inner Warrior Series. They first drew 5-5 with Deeping/Boston before bouncing back with a 17-7 victory over March/St Ives, where Georgina Mackinlay was named Player of the Match. The event also saw several players making their debut for the Storm, adding to the excitement of the day.

Residents of Oakham and the surrounding areas woke up to a winter wonderland this morning as the town experienced its first snowfall of the season. The light dusting of snow, mixed with sleet at times, created picturesque scenes but also made for slippery road conditions, particularly early in the morning.

While the main roads were slightly slower than usual due to the inclement weather, buses continued to operate their regular routes. Fortunately, there were no major incidents reported throughout the morning rush hour.

However, a minor disruption occurred on the Teigh Road, heading towards Market Overton, when a tree fell, blocking one lane of traffic. 

As the day progressed, the snow began to melt, leaving behind a reminder of the winter season's arrival. While the snowfall may have caused some minor inconveniences, it brought a touch of magic to the town and provided a welcome change from the usual autumnal weather.

At the moment no further snow is forecasted. Tonight the temperature is set to fall to -2
