Rutland County Council is set to launch the second phase of its significant, three-year programme this autumn to replace and upgrade roadside speed indicators across the county. This crucial investment is aimed at enhancing road safety for residents and visitors by replacing ageing equipment with modern, more effective technology.

A Modern Upgrade for Safer Roads

The project focuses on replacing all of Rutland’s existing Speed Indicator Devices (SIDs) and Vehicle Activated Signs (VASs). These signs are a vital tool in the Council’s ongoing commitment to improving road safety, primarily by reminding drivers to adhere to speed limits.
The new signs promise clearer displays, improved reliability, and, crucially, better data capture. This enhanced data will allow the Council to more accurately monitor traffic patterns, identify persistent speeding concerns, and target future road safety initiatives more effectively.

They help to protect our communities by encouraging drivers to reduce their speed in high-risk areas such as schools, residential streets, and rural bends. The Impact of Speed Indicators

Research has consistently shown that SIDs and VASs are effective at modifying driver behaviour. Studies indicate that these devices can reduce average speeds by approximately 3 to 5 mph. While this may seem a small margin, this difference is significant in preventing accidents and protecting lives, particularly in built-up areas, near schools, and along problematic rural routes.
With 69 speed indicator devices currently across the county, the comprehensive replacement of the ageing network will ensure better long-term performance and efficiency. Many of the existing units have reached the end of their service life, making them difficult and costly to maintain. Replacing them with a standardised set of new devices will be more reliable, easier to service, and offer better value for money in the long run.

This programme underscores Rutland County Council's commitment to investing in well-maintained, efficient highways that contribute to the safety and benefit of residents, visitors, and local businesses alike.

Rebirth of a Landmark: New Hospital Nears Completion as Historic Site Finds New Future

Stamford is on the cusp of a significant transformation, with the New Stamford and Rutland Hospital awaiting its official opening, while the adjacent historic grounds of the original infirmary are set for a sensitive redevelopment. The much-anticipated completion date for the new hospital has been pushed back slightly, from an original target of Spring to late summer 2025.

The construction of the New Stamford and Rutland Hospital building signals a renewed commitment to healthcare in the region. North West Anglia NHS Foundation Trust, which manages the hospital, is currently focused on maximising resources for patient care, a strategy that informed the decision to sell an unused portion of the existing hospital site.

Dr. Callum Gardner, Trust Chief Medical Officer, emphasised the financial prudence of the move: “The maintenance cost of this unused area of the hospital site is high and it therefore makes complete sense to sell it, in order to allow us to reinvest our resources in the main Stamford & Rutland Hospital site.”

The funds generated from the September 2024 land sale will be directly channeled into patient care, new medical equipment, and further improvements to the hospital estate, ensuring the Stamford & Rutland Hospital continues to play a vital role in the Trust’s clinical strategy.

The original Stamford and Rutland Infirmary, a building steeped in history, is now closed and fenced off. Built on land previously occupied by Greyfriars monastery and donated by the Marquess of Exeter, the infirmary was funded by a bequest from surgeon Henry Fryer, designed by John Peter Gandy, and first opened its doors in 1828.

The site’s historical significance is profound, including the surviving 14th-century gatehouse to the medieval Greyfriars friary. Adding to the rich local history, Joan of Kent, mother of King Richard II, known as the 'Fair Maid of Kent', is said to be buried across the road at the site of the former Church of the Greyfriars. Interestingly, the gatehouse sign is rumored to incorrectly label the structure as 'Whitefriars'.

Recognising its heritage, the Trust identified a section of land and buildings at the west end of the site as surplus to current and future clinical needs and no longer economically viable. This brownfield site, which had fallen into disrepair, was acquired by local Distinctive Developments Group Ltd, a family business and award-winning property developer.

Distinctive Developments Group Ltd has ambitious plans to revitalise the site and restore the Grade II Listed infirmary building. The developer's focus is on creating a small, custom-designed residential development that will leverage local suppliers and materials and "respect the heritage setting of the site."

Richard Evans, Director of Distinctive Developments Group Ltd, articulated the vision: “It presents a unique opportunity to achieve the beneficial re-use of a vacant Listed building and to deliver high-quality, sustainable development on a brownfield site, reducing the need to build on greenfield sites around the town.”

Oakham Castle's Great Hall Shines Anew After Essential Repairs

Oakham Castle, one of Europe’s finest surviving examples of Norman domestic architecture, has successfully reopened its doors to the public following crucial internal repair works. The restoration focuses on preserving the Castle’s historic fabric, ensuring this significant structure remains a vibrant hub for the community and visitors alike for decades to come.

The heart of the Castle, the magnificent Great Hall, which dates back to between 1180 and 1190, was the primary focus of the recent conservation project. Funded by the UK Shared Prosperity Fund, the works were meticulously carried out to address the building's structural health and weatherproofing.

The repairs involved a careful, multi-step process:

Old plaster was removed from the interior walls.

The exposed walls were expertly weatherproofed to protect against moisture intrusion.

A traditional lime wash was applied to complete the repairs, a historically accurate and breathable finish essential for the preservation of ancient buildings.

This careful restoration will safeguard the Great Hall's integrity, ensuring its historical value is protected for the future.

Councillor Rosemary Powell, Rutland County Council’s Portfolio Holder for Property and Economic Development, expressed her delight at the reopening. "Oakham Castle is a treasured landmark and we’re delighted to welcome visitors back. The recent repairs have helped maintain its future and we encourage everyone to explore the Castle and enjoy the rich history it has to offer,” she stated.

Visitors are now encouraged to return and witness the preserved splendour of the Great Hall and explore the rich history that lies within the walls of this remarkable Norman treasure.

Held almost every year since 2018 (with the exception of 2020), this annual event draws inspiration from traditional Saint Martin's Day celebrations. Historically, this day sees children walk in a lantern-lit procession from a church to the town square. Root-and-Branch-Out’s walk follows this tradition, hoping to bring the community together to celebrate the changing of the season.

The procession will begin its magical journey at All Saints Church and conclude in the town square, providing a beautiful spectacle of light and community spirit.

Prayer and Justice Converge in Oakham, High Court Judge Dame Amanda Jane Tipples, DBE, KC, Presides Over Cases After County Service at Oakham Castle.

It was a morning that married civic duty and the rule of law in Rutland, as All Saints Church in Oakham and the historic Oakham Castle Court played host to a poignant Justice Service followed by formal court proceedings. The court sits every two years.

High Court Judge, Dame Amanda Jane Tipples, DBE, KC

The day began with a solemn procession of the Leicestershire and Rutland Justice Service from Oakham Castle to All Saints Church for the Justice Service for the County of Rutland. The service was attended by notable dignitaries, including High Court Judge, Dame Amanda Jane Tipples, DBE, KC, who was present alongside The High Sheriff of Rutland, Colonel (retired) Richard Chesterfield. Oakham Mayor Chris Nix. 

The service itself was a rich blend of spiritual and musical offerings. The officiating clergy included The Venerable John R Ellis CB RAF (Retired), Chaplain to the High Sheriff, The Rev Canon Jane Baxter, Rural Dean, and The Rev Canon Tim Alban Jones MBE, Vice Dean of Peterborough Cathedral.

Attendees were treated to music from organist Peter Davis, the striking sound of trumpeters Steven Walton and John Ellwood, and the combined voices of The Rutland Youth Choirs and the All Saint's Church Choir. The atmosphere was further enhanced by the traditional sounds of Piper Iain Hildreth.

Following the service, Judge Tipples presided over two cases that had been transferred from Leicestershire Crown Court, although neither defendant was present for the proceedings.

Case One: Bail Application for Declan Guess

The first case was a bail application for Declan Guess, a 24-year-old man charged with Stalking, and being in possession and distribution of indecent images of children (Cat. A, B and C). Mr. Guess is currently held on remand, having breached his anti-stalking order on September 24th of this year.

Mr. Guess’s family offered a £3,000 assurance in return for bail, with the initial plan being for him to reside at his grandmother's home. However, the court was informed just before the hearing that this accommodation may be unsuitable, as a child lives at the address.

The prosecution strongly opposed bail, citing fears that Mr. Guess, who contests the charges, would interfere with witnesses if released. The court also heard that Mr. Guess is currently being detained at a Leicester Hospital due to an illness that prevents him from eating and drinking, requiring him to be fed by straw.

The Judge ultimately adjourned the bail application to Leicester Crown Court on November 10th. This will allow Mr. Guess to resubmit his application at his pre-trial hearing and provides time for the prosecution to check the suitability of any proposed accommodation should bail be granted.

Case Two: Setting an Arraignment Date for Dominic Roberts

The second case involved setting an arraignment date for Dominic Roberts, who is charged with attempted aggravated burglary with knives and possession of a knife.

The prosecution’s psychiatrist had previously found Mr. Roberts fit to plead at Crown Court. However, the defence team applied for a second psychiatric report. The Judge ordered that Mr. Roberts would appear at Leicester Crown Court for arraignment on Friday, November 14th, 2025. This date was set to ensure there was sufficient time for the second psychiatric report to be produced.
