Uppingham Housing Scheme Moves Forward as Planning Committee Tackles Key Developments

A major 79-dwelling development in Uppingham and a controversial conversion in Caldecott are among the headline items to be discussed by Rutland County Council’s Planning Committee meeting on April 14, 2026.

The committee will consider a significant application from Allison Homes Ltd for 79 new homes on land adjacent to Ayston Road in Uppingham. The site, which is already allocated for housing in the 2025 Uppingham Neighbourhood Plan, is recommended for approval by planning officers.

The project has undergone a "design evolution" following initial criticisms regarding its layout and pedestrian links. The revised plans now include, A 30% affordable housing quota, meeting the local requirement. A new three-metre shared cycleway and improved pedestrian connections. A mix of housing, including bungalows along the southern boundary to protect the privacy of existing residents on Firs Avenue and Rutland Close.

Despite 15 original objections from residents concerned about overstretched local services and traffic safety near the A47 roundabout, the Highway Authority confirmed it is now satisfied with the redesigned site access.

The committee will debate a proposal to convert a redundant timber-clad building north of Uppingham Road, Caldecott into a single home.

Caldecott Parish Council has lodged a firm objection, arguing that the applicant was "manipulating the planning process" by relying on a "fallback position" from a previous consent. The Parish Council maintained that the site is located on a "dangerous bend" and would not be acceptable as a new-build location. However, planning officers noted that the existence of a lawful and deliverable fallback carries "significant material weight," making it difficult to resist the proposal in principle.

The committee will also consider modifications to a previously granted scheme for 11 dwellings at the former River Gwash Trout Farm in Ryhall. The applicant, Simon Boon Homes Ltd, seeks to vary conditions to allow for changes to house types, roofing materials, and site levels. Officers recommended approval, noting that the trout lakes are no longer required for business and the principle of residential use is already established.

The meeting will concluded with an update on planning appeals, including a high-profile case involving a proposal for 110 dwellings west of Main Road in Oakham. The council had previously refused the application to prevent the "physical and visual coalescence" of Oakham and Barleythorpe. This decision is now being challenged by the developer, Bowbridge Land Ltd.
