Leicester, Leicestershire, and Rutland Set for Devolved Powers and Elected Mayor Under Major Regional Growth Package
The UK government has announced that it is in the final stages of agreeing ten new devolution agreements across England, including a landmark Mayoral Strategic Authority for Leicester, Leicestershire, and Rutland.Part of a broader growth package designed to provide local authorities with financial stability, heightened flexibility, and increased discretion over investment, the move represents a significant shift of power away from Westminster.
By transferring long-term decision-making to the region, local leadership will be directly empowered to address the specific economic, structural, and social priorities of the communities they represent.
The proposed Mayoral Strategic Authority introduces an overarching strategic layer of governance designed to unite local councils across county and municipal boundaries.
Rather than taking over day-to-day community operations, the authority will focus on large-scale issues that require regional coordination, including, strategic transport and infrastructure, joined-up network planning, highways investment, and public transport integration across urban and rural corridors.
Accelerated housing delivery, brownfield redevelopment, and coordinated spatial planning to meet regional demands.
Tailored vocational training, adult education budgets, and workforce programmes aligned directly with local industrial needs.
The authority will eventually be led by a directly elected regional mayor, working in partnership with cabinet representatives drawn from participating city, county, and unitary councils.
Crucially, the structure does not abolish or replace existing local councils, nor does it strip away everyday municipal duties.
District, county, and unitary authorities will maintain full control over frontline public services, including waste management, adult social care, local planning applications, and community facilities.
Civic leaders across the sub-region have welcomed the deal as a critical turning point for securing equitable funding and long-term autonomy.
"If devolution succeeds in transferring more funding and autonomy to local areas, it could have a transformative effect. Important decisions that impact Leicester, Leicestershire and Rutland should be made closer to home, in a joined-up way, by those who know and understand our area." Councillor Christine Wise, Leader of Rutland County Council
"Today we’re a step further in securing the vital powers and funding that we need locally. A new mayor brings new money and the new strategic authority is the strongest platform for growth, investment and reform." Councillor Dan Harrison, Leader of Leicestershire County Council
The arrival of a Mayoral Strategic Authority carries distinct significance for Rutland England's smallest unitary council particularly given the broader political context surrounding local government restructuring.
For Rutland, participating in a strategic authority offers the benefits of cross-boundary scale without sacrificing local identity. As a smaller authority, Rutland has historically faced challenges when bidding for central government infrastructure funds against much larger metropolitan areas. Under a Mayoral Strategic Authority, Rutland gains a seat at the table alongside Leicester and Leicestershire, ensuring its rural infrastructure, green transport links, and local housing needs are integrated into wider regional strategy.
The devolution agreement coincides with significant developments regarding central government plans for local government reorganisation (LGR). Previous policy proposals explored the potential abolition or merging of smaller councils including Rutland County Council into larger single-tier or multi-district unitary structures. However, the Ministry of Housing, Communities and Local Government (MHCLG) placed its local government reorganisation programme on hold. This administrative pause has several immediate effects on Rutland, local elections will proceed under Rutland County Council’s existing ward boundaries rather than restructured shadow authorities.
Day-to-day service delivery, administrative operations, and civic representation remain entirely under the jurisdiction of Rutland County Council while government reviews its restructuring framework.
The pause reinforces a fundamental distinction between local authority structures and geographic identity. While administrative council boundaries can be reorganised or combined over time, the historic and ceremonial geographic county of Rutland remains an enduring, permanent entity.
By advancing strategic devolution while structural reorganisation is paused, Rutland secures access to new regional investment streams and decision-making powers without losing its independent council or local governance.
Although a definitive timetable for mayoral elections and legislative implementation has yet to be finalised, participating authorities are actively collaborating with central government to refine the deal's detailed framework. Before any final arrangements are ratified into law, a comprehensive public consultation process will take place.
Residents, local business owners, community organisations, and public sector partners across Leicester, Leicestershire, and Rutland will have formal opportunities to review the statutory proposals, submit feedback, and help shape the strategic priorities of the incoming Mayoral Strategic Authority.
