Rutland, England's smallest historic county, finds itself at a pivotal moment as it navigates complex proposals for local government reorganisation and devolution. With plans potentially linking the county to both Leicestershire and Lincolnshire, Rutland County Council is urging residents to engage in a crucial consultation process to shape its future.

The government's overarching agenda for local government reform aims to replace the current "two-tier" system (where county and district councils share responsibilities) with larger, more efficient unitary authorities. These new structures are intended to streamline services, deliver cost savings, and unlock further devolution of powers from central government. While the specific shape of these new authorities is still under discussion, the message from the government is clear: "no change" is not an option.

Rutland's unique position means it is included in multiple interim plans, spanning two distinct geographical areas: Leicestershire and Lincolnshire. This complexity underscores the importance of local input to ensure that any final proposals truly reflect the needs and priorities of Rutland's communities.

Understanding the Options and Sharing Your Views

Rutland County Council has been proactive in providing information to help residents understand the various possibilities. They have released an "Interim Plans Summary," detailing the three different proposals that include Rutland. These include a potential three-unitary model covering the Leicester, Leicestershire, and Rutland area, which could see Rutland form part of a new council serving North Leicestershire and Rutland. Another option involves Rutland potentially joining with North Kesteven, South Kesteven, and South Holland as part of a Greater Lincolnshire interim plan.

Beyond reviewing the plans, Rutland County Council is actively seeking resident feedback. A short online survey is available for completion before Sunday, 20 July 2025.
