The Fight for Rutland’s Soul Alicia Kearns MP Continues Battles to Preserve County Identity

In the wood-paneled halls of Westminster, a quiet but fierce legislative battle is unfolding over the future of England’s smallest county. Alicia Kearns, the Member of Parliament for Rutland and Stamford, has issued an urgent call to the government to protect Rutland’s ceremonial independence, warning that looming local government reforms could inadvertently erase the county’s legal identity.

The heart of the crisis lies in a technicality within the Lieutenancies Act 1997. Currently, Rutland enjoys its own Lord-Lieutenant and "Ceremonial County" status because it operates as a Unitary Council. However, under the government’s proposed English Devolution and Community Empowerment Bill, Rutland faces a forced merger into a larger "mega-council." If Rutland loses its unitary status, it wouldby default lose its ceremonial standing, effectively being swallowed back into Leicestershire for the first time since it regained independence in 1997.

Alicia Kearns has been vocal about the high stakes of this bureaucratic oversight. In a recent meeting with the Local Government Minister, she expressed deep disappointment that the new administration seemed unaware that their reform agenda would strip Rutland of its historic character. To counter this, Alicia Kearns has partnered with Baroness Berridge in the House of Lords to table a critical amendment. This "Save Rutland" clause is elegantly simple: it seeks to add the word "Rutland" explicitly to the list of counties named in the 1997 Act. By doing so, the county’s ceremonial status would be enshrined in law, regardless of how its local bins are collected or its roads are maintained.

The campaign is backed by significant local fervor, bolstered by a petition signed by over 7,100 residents. For many in Oakham and the surrounding villages, this is about more than just a title; it is about preserving a heritage that dates back centuries. Kearns reminded ministers that the government had previously acknowledged Rutland’s "unique circumstances" in 2025, yet a permanent solution remains elusive.

Invoking the county’s ancient motto, Multum in Parvo meaning "Much in Little" Alicia Kearns argued that while Rutland may be small, its identity is non-negotiable. She maintains that it would be "naïve and negligent" for the government to wait until the reorganisation is complete to act, urging them to adopt the Berridge amendment at the Report Stage to ensure Rutland’s independence is not a casualty of progress.
