Rutland Man Jailed for Nine Years for Sex Crimes Against Children


A 39-year-old man from Rutland has been sentenced to nine years in prison after admitting to committing multiple sex crimes against two children. Jacques Nel, formerly residing in Chapel Lane, North Luffenham, Rutland, pleaded guilty to several offences, including sexual activity with a child and sexual assault, during a court appearance last December. The incidents took place in a wooded area close to the Meadows Stamford July 2024 Jacques Nel was charged with rape and attempted rape of two girls under the age of 16.

Nel was brought back before the court recently for sentencing following the crimes he carried out in Stamford last July. Lincolnshire Police arrested and subsequently charged him in connection with the incidents.

Detective Sergeant Stewart Humm, who spearheaded the investigation, commended the victims for their strength following the sentencing. "I am happy to see Nel behind bars for the crimes he committed," he stated. "His actions were despicable and completely unacceptable. I’d like to pay tribute to the victims involved in this case and their family and friends for their courage and bravery throughout the investigation. Their dignity is unquestionable."

In addition to the custodial sentence, Nel was also handed a sexual harm prevention order and a restraining order. Furthermore, he will be required to remain on the sex offender register for the rest of his life.

Detective Sergeant Humm added, "We hope this result will, in some small part, give those impacted by Nel some sense of closure and relief – though we know the road ahead will be a long one."

This sentencing underscores the commitment of law enforcement to protect children and bring perpetrators of such heinous crimes to justice. The bravery of the victims in coming forward has been instrumental in securing this outcome.

A petrol station worker in Uppingham, Rutland, has had her personal licence to sell alcohol revoked following a conviction for drink driving. The decision was made this morning by Rutland County Council’s licensing committee after Leicestershire Police brought Leanne Robbins' conviction to their attention.

Leanne Robbins, who is employed at the Central Garage in Uppingham, was not present at the hearing held at Rutland County Council’s Oakham headquarters. In a letter submitted to the committee, Leanne Robbins cited transport issues as the reason for her absence and requested that her licence be suspended rather than completely removed.

Licensing officer Darren Dolby detailed the circumstances leading to the review of Leanne Robbins' licence. He informed the committee that she was convicted of drink driving at Leicester Magistrates Court on February 28, 2025. The breathalyser reading showed an evidential 98 micrograms of alcohol per 100 millilitres of breath, significantly exceeding the legal limit of 35 micrograms. Mr. Dolby also highlighted the serious nature of the offence, noting that this was Ms. Robbins' second drink driving conviction, with a previous conviction dating back to 2011.

The committee heard that Leanne Robbins, who became the designated premises supervisor at the Central Garage in 2014, was involved in an incident in Caldecott where she hit a wall while driving under the influence. As a result of this incident, she received a 25-month driving ban, was ordered to undertake 120 hours of community service, and was required to pay costs.

Members of the licensing committee voiced their disappointment that Leanne Robbins did not attend the hearing in person to address their concerns and answer questions. Chairman Nick Begy (Ind) prompted the councillors to articulate the questions they would have posed to Ms. Robbins had she been present.

Ultimately, despite Leanne Robbins' plea for a suspension, the licensing committee decided to revoke her personal licence, effectively preventing her from legally selling alcohol to customers at the Central Garage. This decision underscores the council's commitment to upholding licensing regulations and ensuring that those permitted to sell alcohol adhere to the law and demonstrate responsible behaviour. The revocation will likely have implications for the Central Garage, which will need to nominate a new designated premises supervisor who holds a valid personal licence to continue selling alcohol.

Rutland County Council and the wider community are in mourning following the sad announcement of the passing of former Council Leader and Chairman, Alderman Edward Baines. Mr. Baines dedicated many years to public service in Rutland, leaving a significant and lasting impact on the county.

The Council released a statement expressing its deepest condolences to Mr. Baines' family and friends during this difficult time.

Cllr Andrew Brown, the current Chairman of Rutland County Council, paid tribute to his predecessor, highlighting the breadth of Mr. Baines' contributions. "The thoughts of everyone at Rutland County Council are with Edward’s family and friends, following the sad news that he has passed away," said Cllr Brown. "Edward was among my predecessors as a former Chairman of the Council. He was also a past Leader, Chair of Planning Committee and our representative at both the Rutland Water Partnership and Rural Community Council. This is by no means an exhaustive list of the many roles that Edward held, which gives some indication of his passion and commitment when it came to Rutland, this Council and his fellow residents. This passion was always evident whenever Edward spoke or put forward his views in the Chamber."


In recognition of his dedicated service, flags at Council buildings will be flown at half-mast, and a minute's silence will be observed at upcoming Council meetings as a mark of respect and remembrance.

Cllr Gale Waller, the current Leader of Rutland County Council, also shared her deep sadness at the news. "We are all deeply saddened by the news that former Council Leader and Chairman of Rutland County Council Edward Baines has passed away," she stated. "I had the privilege of working alongside Edward in the Council Chamber for many years. He was immeasurably kind and always balanced and considered in his views, whatever the debate. He was incredibly committed in his role as an elected representative – not only on behalf of his Ward but for the whole of Rutland."

Cllr Waller further emphasised the profound respect held for Mr. Baines within the Council and the community. "The contribution that Edward has made to our County over decades of public service is matched only by the respect that his fellow Councillors and constituents hold for him. Edward’s appointment as an Honorary Alderman in September 2023 recognised just how special his contribution to Rutland has been. He will always be held in the highest possible regard and greatly missed by everyone.”

Alderman Edward Baines' long and distinguished service to Rutland County Council touched many aspects of life in the region. His commitment, passion, and balanced approach made him a respected figure amongst his colleagues and the residents he served. His dedication to the betterment of Rutland will be remembered, and his absence will be deeply felt. Residents of Oakham are advised that the Oakham Town Council office will be closed until further notice. This unexpected closure comes as both the Town Clerk and the Deputy Clerk are currently unable to work due to stress-related illnesses.

The announcement, made earlier today, expressed the Council's regret for any inconvenience this may cause to the public. It also conveyed sincere well wishes to both members of staff for a swift and full recovery.

"The Town Council is deeply concerned for the well-being of our Clerk and Deputy Clerk,"  a member of the council said, We understand the pressures of public service and are saddened that these pressures have unfortunately impacted their health. We extend our full support to them during this time and wish them both a speedy return to good health."

While the duration of the closure remains uncertain, the Council has assured the public that they are actively exploring contingency plans.

It is currently unclear how residents will be able to access information or assistance typically provided by the Town Council. Further updates regarding alternative contact methods and service provisions are expected to be released by the Council in due course. Today, we extend our warmest wishes to Alicia Kearns MP for Rutland and Stamford as she prepares to welcome her baby daughter. Alicia has been commendably open about her pregnancy journey, which, as she has shared, has presented significant challenges.   

Alicia's honesty about her experiences has been met with an outpouring of support, for which she is deeply grateful. In her characteristic transparency, she wished to inform her constituents about the complexities surrounding her upcoming birth.

Several months ago, following a hospital stay due to bleeding, Alicia received diagnoses of Placenta Previa and Placenta Accreta. Placenta Previa, a condition where the placenta lies low in the uterus and covers the cervix, necessitates a Cesarean section and carries risks of preterm birth and bleeding. Placenta Accreta, a rarer and more serious condition, involves the placenta attaching too deeply into the uterine wall, potentially invading the bladder. This condition necessitates a planned C-section, a hysterectomy immediately following the baby's delivery to manage severe bleeding, and anticipated blood transfusions.   

Given the potential life-threatening nature of Placenta Accreta and the extensive surgery required, Alicia has been hospitalised for the past week. She has been advised that both her and her baby's hospital stays and recovery periods are expected to be longer than usual.

Understandably, this extended recovery period means Alicia will be away from her duties for a longer duration than anticipated. However, her dedication to her constituents remains unwavering.

The sun shone brightly on the rolling Rutland countryside today as the peloton tackled the demanding terrain of the Rutland-Melton CiCLE Classic. Spectators lined the roads, eager to witness the spectacle of one of the UK's most unique and challenging races, often dubbed the "British Paris-Roubaix" due to its numerous off-road sectors.

And the racing certainly lived up to its billing. From the start, the pace was relentless, with riders jostling for position ahead of the infamous farm tracks and gravel sectors that define this iconic event. The unpredictable nature of the course, with its sharp climbs, technical descents, and the ever-present threat of punctures, ensured a thrilling day of attrition.

As the miles ticked by, the leading group whittled down, with several key contenders falling victim to mechanicals or the sheer brutality of the route. The off-road sections proved decisive, testing bike handling skills and resilience to the limit.

In the final kilometres, a select group emerged, setting the stage for a captivating finale. It was Ben Granger of Mg.K Vis Costruzioni e Ambiente who ultimately proved strongest, crossing the finish line in a time of 4:17:44 to claim a well-deserved victory.

Hot on his heels, Mathis Avondts of Parkhotel Valkenburg secured second place, behind Granger. 

Dylan Hicks of Raptor Factory Racing finished in third place.

The top ten showcased a mix of talent, with Edward Morgan (Muc-Off-SRCT-Storck) and Adam Kelly (Mg.K Vis Costruzioni e Ambiente) claiming fourth and fifth respectively. Parkhotel Valkenburg continued their strong showing with Otto Van Zanden in sixth.=

Local hopes were high for the Wheelbase - Cabtech - Castelli team, and they delivered with Tom Martin finishing a respectable seventh, followed by Pieter Van Laer (Atom 6 Bikes - Decca Continental Team) in eighth. Scotland's Alfred George took ninth, with another Wheelbase rider, Tim Shoreman, completing the top ten.

The challenging nature of the race was evident in the gaps forming throughout the field, with riders battling not only each other but also the demanding course. A significant number of riders unfortunately did not finish, highlighting the true test of endurance and skill that the Rutland-Melton CiCLE Classic represents.

Today's edition will undoubtedly be remembered for the glorious sunshine that bathed the event and the compelling racing that unfolded. Ben Granger's victory is a testament to his strength and tactical acumen on a day that truly tested every rider to their limit. The crowds were treated to a fantastic spectacle, further cementing the Rutland-Melton CiCLE Classic's place as a highlight on the British racing calendar.

Pedal Power and Pizza: Cyclists Enjoy a Taste of the CiCLE Classic in Rutland

Oakham and the picturesque county of Rutland were buzzing with cycling enthusiasm today as riders took part in the Sigma Sports CiCLE Classic Sportive. The event, hosted by the local Sigma Sports store on South Street, offered cycling enthusiasts a fantastic opportunity to experience some of the challenging and beautiful terrain that will feature in tomorrow's prestigious Rutland International CiCLE Classic race.

From 8:30 am, cyclists gathered at the Sigma Sports store, the aroma of freshly brewed coffee filling the air as they prepared for their rides. Two routes were on offer: a challenging 100km option for the seasoned riders, setting off in the morning, and a more leisurely 50km route for others, who departed from 10:30 am. Both routes treated participants to stunning views of Rutland's rolling countryside, allowing them to soak in the scenery at their own pace.

The sportive provided a unique chance for amateur cyclists to sample sections of the very roads and notorious off-road sectors that the professional racers will tackle in the CiCLE Classic tomorrow. While today's ride was purely for enjoyment, it undoubtedly offered a newfound appreciation for the skill and endurance required to compete in the international event.

The perfect end to a day in the saddle awaited the riders back at the Sigma Sports store. The promise of hot, wood-fired pizza proved a welcome reward, allowing participants to refuel and share stories of their ride in a relaxed and friendly atmosphere.

Today's sportive serves as a fantastic prelude to the main event tomorrow, the Rutland International CiCLE Classic. After being unfortunately cancelled last year due to severe flooding, the race is back with renewed vigor, marking its 20th anniversary with a significant change: for the first time, the start and finish line will be located in the heart of Oakham town centre.

This year's edition boasts an impressive international field, with over 170 riders from teams hailing from the Netherlands, Canada, Australia, Ireland, and Italy, all vying for victory on the challenging 177km (109-mile) course. Adding to the excitement, a Great Britain team featuring current Olympic and World champions will also be competing.

For those wishing to witness the thrilling action, race director Colin Clews has provided approximate timings for key locations along the route:

  • Start in Oakham: 11:00
  • Wymondham: 11:00 – 12:15
  • Ashwell: 12:20
  • Oakham: 12:30
  • Cold Overton: 12:45
  • Somerby/Owston/Burrough: 12:50-14:30
  • Stapleford: 14:45
  • Wymondham: 15:00
  • Market Overton: 15:05
  • Cottesmore: 15:10
  • Ashwell: 15:20
  • Burley on the Hill: 15:25
  • Ends in Oakham: 15:35

Given the town centre finish, significant traffic disruption is anticipated in Oakham between 15:00 and 16:00 BST. Road closures will affect the area from the level crossing through to Burley Road, Burley Parkway Island, and the Queen Elizabeth II Memorial.

Race director Colin Clews acknowledged the potential inconvenience, stating, "This year the race enters uncharted territory with the finish in Oakham, but a challenge which we feel will be very much worth the effort with Rutland County Council offering strong moral support to the event." He urged anyone who might be affected by the closures to "plan their routes and timing of their travel accordingly."

Today's successful sportive has undoubtedly set the stage for an exciting day of international cycling in Rutland tomorrow. With world-class riders set to tackle the challenging terrain and a vibrant atmosphere building in Oakham, it promises to be a memorable event for both participants and spectators alike.



Heads Up, Oakham! Road Closures for the Return of the CiCLE Classic Tomorrow

A message has been issued from Leicestershire Police Beat Officer for Oakham, PC 1049 Jake Spruce, regarding temporary road closures in Oakham tomorrow, Sunday, April 27th, as Rutland welcomes back the prestigious CiCLE Classic for 2025.

Cycling enthusiasts and spectators alike are gearing up for the international road race, and to ensure the smooth and safe running of the event, Rutland County Council will be implementing several temporary road closures throughout the day.

Key road closures in Oakham on Sunday, April 27th, between 8 am and 5 pm will include:

MILL STREET

MARKET PLACE

GAOL STREET

HIGH STREET (between the Burley Road and Church Street junctions)

Later in the day, between 3 pm and 4 pm, further closures will be in effect on:

STATION ROAD

BURLEY ROAD

HIGH STREET (up to the level crossing)

In addition to the road closures, parking restrictions will be in place along both sides of HIGH STREET, from the junctions of CHURCH STREET to MILL STREET, as well as in MARKET PLACE.

While these necessary closures are being implemented by the council, PC Spruce kindly requests the patience and cooperation of all residents and visitors. He acknowledges that there will likely be some delays along the entire race route as the peloton tours the county. 

Despite the potential for temporary disruption, PC Spruce emphasises the fantastic opportunity the CiCLE Classic presents for the local community. Leicestershire Police officers will be present throughout the day to support event organisers and the council with managing the road closures, and most importantly, to ensure the safety and well-being of everyone involved. PC Spruce extends a friendly invitation to say hello or wave if you see the officers on duty.
